US Africa Command to wield “soft power”
The new US Africa Command – or “AFRICOM” – will have more civilians than other combatant commands, will implement interagency programs with the State Department, USAID, and others, and will focus efforts on stability operations and “a broader ‘soft power’ mandate aimed at preemptively reducing conflict,” says a new CRS report.
